In regards to needing on the frozen orbs: It has been the practice on many servers since the start of wrath for everyone to need on the orb at the end of a 5 man. With the random dungeon tool, you would get people from servers where needing was common and people from servers where greeding was common. Now that I have seen other people needing on the orb commonly, I always need the orb at the end of the instance, usually along with one or two other members of the group.
